Synopsis : One97 Communications, the parent company of Paytm, has applied to the Reserve Bank of India (RBI) for a fresh Prepaid Payment Instrument (PPI) licence, marking a significant step in its efforts to revive the Paytm Wallet business. If approved, the licence will allow the company to independently operate digital wallet services once again, strengthening its payments ecosystem alongside UPI and helping rebuild a business segment that was impacted after the closure of Paytm Payments Bank.
One97 Communications has initiated the next phase of its turnaround strategy by applying to the Reserve Bank of India (RBI) for a fresh Prepaid Payment Instrument (PPI) licence. The move is aimed at bringing back Paytm Wallet under the company's own entity after regulatory action against Paytm Payments Bank forced the suspension of its wallet operations.
The application represents an important milestone for Paytm as it looks to strengthen its digital payments ecosystem. Although the company successfully ensured uninterrupted UPI services by partnering with several banks after losing its banking licence, the absence of its wallet business has remained a significant gap in its overall product portfolio.
A PPI licence allows authorised companies to issue prepaid payment instruments such as digital wallets. Customers can load money into these wallets and use them for online shopping, merchant payments, bill payments, QR code transactions, and other everyday digital payments. Unlike a traditional bank account, a prepaid wallet stores funds that users deposit in advance and offers a convenient alternative for routine transactions.
Before the regulatory action, Paytm Wallet was one of India's most widely used digital wallets, serving millions of users for mobile recharges, utility bill payments, online purchases and peer-to-peer transactions. The wallet played a crucial role in Paytm's early success and helped establish the company as one of India's leading fintech platforms.
The company's wallet business came to a halt after the RBI took strict supervisory action against Paytm Payments Bank over persistent compliance and governance concerns. In April 2026, the central bank cancelled the payments bank's licence, citing continued violations of regulatory requirements. While customers continued to access UPI services through partner banks, Paytm could no longer offer wallet services through its banking arm.
By obtaining a fresh PPI licence, One97 Communications aims to regain direct control over its wallet operations without depending on the now-defunct payments bank. This would allow the company to offer customers a complete range of digital payment solutions, combining UPI with wallet-based transactions under a single platform.
Industry experts believe the return of Paytm Wallet could significantly improve customer engagement. Digital wallets remain useful for small-value payments, merchant transactions, subscriptions and prepaid spending, offering users greater flexibility alongside UPI. The addition of wallet services could also encourage higher transaction frequency within the Paytm ecosystem.
For merchants, the approval could provide another payment acceptance option, helping strengthen Paytm's merchant network. The company has built one of India's largest QR-code payment ecosystems, and the reintroduction of wallet payments could further enhance customer convenience and merchant adoption.
The application also aligns with Paytm's broader strategy of diversifying its business beyond payment processing. Over the past few years, the company has expanded into financial services such as lending, insurance, wealth management and merchant solutions. Restoring the wallet business would complement these offerings and create additional opportunities for customer retention and revenue growth.
Competition in India's digital payments industry has intensified considerably, with UPI dominating transaction volumes and several fintech firms expanding their financial services portfolios. A successful relaunch of Paytm Wallet would help the company strengthen its competitive position while reducing its dependence on third-party banking partnerships for certain payment services.
The company has stated that consumers benefit from having multiple payment options available on a single platform. Management believes that adding wallet functionality alongside UPI will make Paytm's offerings more comprehensive while improving the overall user experience.
However, the final decision rests with the Reserve Bank of India. The regulator will evaluate One97 Communications' application based on its licensing framework and compliance requirements before granting any approval. Until then, Paytm will continue operating its existing UPI services through partner banks while awaiting the regulator's decision.
If the licence is approved, it could mark one of the biggest milestones in Paytm's recovery journey since the regulatory action against its banking arm. The return of Paytm Wallet would not only restore an important business vertical but also strengthen the company's long-term position in India's rapidly evolving digital payments market.
